Ten houses to be built on Jubilee Garage site

Revised plans to develop a former MOT centre and garage into a housing development have been approved despite a previous scheme being refused.
Earlier this month, Cheshire East Council planning officers through delegated powers gave the proposal on the site of Jubilee Garage, on Newcastle Road, Moreton, the green light.
The scheme, by applicant Weathervane Developments, will see the demolition of the existing commercial buildings and redevelopment of the site for 10 dwellings.
However, the plans were previously thrown out in August 2018 for a number reasons, which included the development being in a location with poor access to services and facilities and the provision of 10 identical house types would appear "incongruous" within the rural location.
Insufficient information had been submitted to demonstrate that the access arrangements were appropriate and safe this was also listed as a reason for refusal by the council as well as the proximity to Pecks Restaurant.
In July 2019, Astbury cum Moreton Parish Council objected to a previous plan stating: "One of the reasons this application was refused before was due to lack of infrastructure this has not changed. "To include affordable houses would also leave people isolated and most definitely in need of a car. "The application states 6 traffic movements in the morning and the evening which does not reflect the number of houses and although highways have approved the application, the access on the A34 is concerning. The site will be isolated in a rural area and the retainment of an employment site is preferred." A Cheshire East Council's planning officer's report, stated: "The traffic impact associated with the development of 10 dwellings, in lieu of the existing site use, would not be expected to have a material impact on the safe operation of the adjacent or wider highway network." In June 2019, a resident who lives on the site submitted their objection to the proposal highlighting that the residents living at the two flats at Jubilee Garage had not been notified about the latest plans. The site adjoins a designated Heritage Asset, the registered Park and Garden of Historic Interest at Great Moreton Hall. The planning officer also stated under the landscape section: "It would be important to reinforce the boundaries to the historic parkland and to provide a strong landscape buffer on the road frontage." On the revised plans, the planning officer stated in their report: "Following on from planning officer and urban design officer comments the layout has been amended to follow the existing pattern of development. "The design of the dwellings has been amended to include some dual frontage units on the prominent corner plots, garden sheds and garages have been included within the scheme to provide space for external storage and internal parking, two of the proposed units have been revised to be two bed dwellings and an area of open/amenity space has been included within the site." The other eight properties will be three bedrooms.
