Congleton MP Fiona Bruce raised concerns of residents on the Loachbrook estate, Somerford, about outstanding works on the housing development for a second time in the House of Commons.
Bovis Homes built Loachbrook Meadows, on Sandbach Road, Somerford, and the first residents moved in around five years ago, but there are complaints that there is still much left to be done.
According to Mrs Bruce, the developers closed their sales office and moved off site last autumn.
However, there are outstanding works to drainage, lighting, pathways, roadworks, surfacing and landscaping, and items have been left on the site following completion of the development by Bovis Homes—now renamed as part of Vistry Group—following completion of the houses.
Speaking in the House of Commons, Mrs Bruce said: "I say that I am re-raising this issue because I presented a petition from residents about it on 5 November.
"I was optimistic at that time that something would happen—that the developers would, as they had indicated to residents, complete the estate and tidy it up by the end of the year.
"But unfortunately the work has still not been completed. I have visited and seen that it is very unpleasant for these residents to be living, as some of them have for several years, with temporary ramps, bollards, temporary fencing that children are moving, potentially dangerously, and other unfinished works.
"It feels to them, one said to me, like the developer has effectively moved on."
Mrs Bruce stated that the local authorities have said that there is a dispute between the contractor that installed the drains and sewers, and United Utilities, the water company, which is refusing to adopt them because it is unsatisfied with the materials used by the contractor.
Therefore Bovis is not completing the roads and other works.
Mrs Bruce added: "Residents, meanwhile, are caught in the middle of a Catch-22 situation, living on an unfinished site and feeling that their questions and concerns—this is really what adds insult to injury—are being ignored."
A Bovis Homes spokeswoman told Congleton Nub News: "We understand residents' frustrations and we are actively working through the issue between our ground workers and United Utilities, which involves the type of materials used for the sewerage.
"We apologise for the continued delay but as soon as we have an agreed approach, and have installed the drainage, we will then be able to finish off the roads. If the roads were completed now, they would soon have to be dug up and relaid, causing further disruption.
"Meanwhile, we are ensuring that the site complies with all health and safety standards and would encourage any of our customers who have a health and safety issue on the site to contact us on [email protected].
"We are absolutely committed to fulfilling our obligations at the development and to improving our communication with residents, whether that is through meeting with a residents group or providing updates through a community Facebook page. We are happy to listen to suggestions from the community with regard to communications and the way that they want to receive the latest information."
