Congleton Autos car wash plans are submitted once again

Plans for a car wash have been resubmitted and a noise impact assessment has claimed that there is no requirement to consider additional noise mitigation measures within the site.
Congleton Autos Ltd, which was established in June last year, is located off Newcastle Road, Astbury, and is currently used for vehicle repairs, a MOT testing station, and car sales.
The submitted plans are again for the change of use to mixed use comprising of MOT station, car repairs and hand car wash.
As part of the submitted plans, Professional Construct Ltd, who was instructed by applicant Mr Shwan Isa, to prepare a noise impact assessment for a proposed car wash have published their findings.
In the executive summary of the noise assessment, Professional Construct stated: "This assessment has shown that the rated level of noise car washing and valeting operations falls below the typical background sound climate.
"So there is no requirement to consider additional noise mitigation measures over and above what has already been included within the site."
The car wash would be open Monday to Saturday (9am to 5pm) and Sundays/Bank Holidays (10am to 4pm).
Proposals at the site include a car wash station, which will contain one pressure washer lance jets to clean vehicles; a valeting bay and at the existing building that would house the motorised pump for the pressure washer lance jets in order to reduce any noise impacts at nearby residential dwellings.
According to the plans, the car wash station would have 2.2m high barriers, adjacent to each other, running in parallel with Newcastle Road in order to minimise sound transmission to the closest residential properties.
There will also be a second barrier at a height of 2.2m running from the existing building to and along the northern boundary of the site in order to reduce sound transmission from the valeting bay to the neighbouring houses.
Shwan Isa, who owns Congleton Autos Ltd, appealed against the decision of Cheshire East Council, who refused the previous planning application he submitted on the site in September last year.
The main issue was the effect of the car wash on the living conditions of adjoining occupiers, regarding noise and disturbance.
Mr Isa's appeal was dismissed by a planning inspector. Since May 2018, applicant Mr Isa has had three planning applications turned down by Cheshire East and two appeals dismissed at the same location.
The last date for submitting comments on the latest application is 26 August. Cheshire East has set 28 September as the decision target date.
